 Rates Resolution 2007/2008

 *1.   GENERAL RATE

That pursuant to the provisions of the Local Government Act 1993 Council makes a general rate of 6.3400 cents in the dollar of Assessed Annual Value on all rateable land (excluding land which is exempt pursuant to the provisions of section 87 of the Local Government Act 1993) within the King Island municipal area subject to a minimum charge of $206 for the period 1 July 2007 to 30 June 2008.

  • 2. SERVICE RATES AND CHARGES

That pursuant to the provisions of the Local Government Act 1993 Council makes the following service rates and charges in respect of all rateable land (including land which is otherwise exempt from rates pursuant to section 87 of the Local Government Act 1993) within the King Island municipal area for the period 1 July 2007 to 30 June 2008:

  • 2.1. WATER

A water supply service rate of 4.1530 cents in the dollar of Assessed Annual Value upon all land, which receives a water supply from a Council pipe carrying water subject to a minimum charge of $332.

A water supply service rate of 4.1530 cents in the dollar of Assessed Annual Value upon all land which is within 30 metres of a Council pipe carrying water which is not connected to the supply and is not built upon subject to a minimum charge of $272.

  • 2.2. SEWAGE

A sewage removal service rate of 4.0215 cents in the dollar of Assessed Annual Value upon all land which drains into a Council common sewer or drain subject to a minimum charge of $276.

A sewage removal service rate of 4.0215 cents in the dollar of Assessed Annual Value upon all land which is within 30 metres of a Council common sewer or drain, does not drain into that common sewer or drain and is not built upon subject to a minimum charge of $215.

  • 2.3. WASTE MANAGEMENT
  • 2.3.1. Subject to sub-clause (2.3.2), a charge is made on each tenement on each of the lands to which the Council makes a kerbside garbage collection service available as at 1 July 2007.
  • 2.3.2. Where the land referred to in subclause (2.3.1) is vacant (no buildings or structures erected on it) there is no charge.

A waste management service charge of $87 for the collection of each 120-litre bin, which is collected not more than once per fortnight.

A waste management service charge of $87 for the collection of each 240-litre bin, which is collected not more than once per fortnight.

A waste management service charge of $385 for the supply of each 240-litre bin, which is collected, more than once per week but not more than three times per week.

A waste management service charge of $698 for the supply of each 660-litre bin, which is collected, more than once per week but not more than three times per week.

A waste management service charge of $343 for the supply of each 660-litre bin, which is collected not more than once per week.

  • 3. FIRE

That Council makes the following fire rates in accordance with the provisions of the Fire Service Act 1979 upon all land within the King Island municipal area where such a charge is applicable for the period 1 July 2007 to 30 June 2008:

  • 3.1. A fire rate of 0.4514 cents in the dollar of Assessed Annual Value on all properties within the Currie Volunteer Brigade Rating District is subject to a minimum charge of $31.00.
  • 3.2. A fire rate of 0.3464 cents in the dollar of Assessed Annual Value on all properties outside the Currie Volunteer Brigade Rating District subject to a minimum charge of $31.00.
  • 4. INTEREST

That pursuant to the provisions of the Local Government Act 1993 Council will impose daily interest at the rate calculated in accordance with Section 128 on any outstanding instalment amount notwithstanding that interest will also be applied at the same rate on any arrears on a monthly basis.

  • 5. INSTALMENTS

Council may under Section 124 of the Local Government Act 1993 permit ratepayers to pay by instalment.  Instalment payments will be the default option for ratepayers and instalments are due on;

First Instalment:   31 August 2007

Second Instalment:   30 November 2007

Third Instalment:   29 February 2008

Fourth Instalment:   30 April 2008

  • 6. SEPARATE APPORTIONMENT.

That for the purposes of these resolutions rates and charges shall apply to each parcel of land which is shown as being separately valued in the valuation list prepared, and currently in force for the King Island municipal area, under the Valuation of Land Act 2001.

  • 7. ADJUSTMENT OF VALUATIONS

That for the purposes of these resolutions any reference to Assessed Annual Value includes a reference to that value as adjusted pursuant to Section 89 of the Local Government Act 1993.

  • 8. EXCESS WATER

That pursuant to Section 204 of the Local Government (Building and Miscellaneous Provisions) Act 1993, a charge of $0.90 cents per kilolitre is to apply to water supplied by measure in the King Island municipal area, subject to a free supply of 200 kilolitres plus 0.025 kilolitres for each dollar of Assessed Annual Value in excess of $7,994.

  • 9. FEES AND CHARGES

In accordance with Section 205 of the Local Government Act 1993 the Council declares fees and charges for the 2007/2008 financial year to be set as listed in the Annual Plan and Budget Estimates 2007/2008.

  • 10. LOAN BORROWINGS

That the General Manager is authorised to negotiate a debenture loan of $200,000 in accordance with Section 78 of the Local Government Act 1993.

  • 11. RESERVE

That Council authorise the transfer of $66,614 from the Waste Management Operational Reserve to assist with the operational cost of the Charles Street Waste Management Facility and the Parenna Landfill Site.
